CAUSES AND CONSEQUENCES OF AGRARIAN CRISIS IN PUNJAB

Abstract

Gone are the days when Punjab had earned the title of “India’s bread basket”. The state was viewed as the most dynamic and progressive state of the country particularly on the account of its success in the agrarian sector during green revolution. Of all the states of India, Punjab’s agriculture growth rate was highest during 1960s to the 1980s which was the first phase of the green revolution. But today’s Punjab is totally different withy farmer’s suicide, youth unrest and dying civilisation as common and currently suffering from agrarian crisis where farmers and youth are worst victims. The crisis in agriculture has manifested itself in the form of stagnating productivity, rising production cost, declining income, shrinking employment and rising indebtness and ecological imbalance. Main consequence of this agrarian distress is that the marginal and small farmers are getting pushed out of from agriculture sector and unfortunately these are also not being fully absorbed outside this sector due to unfavourable nature and structure of the industrial sector in the state. This paper attempts to explain the Problems and Cause responsible for such agrarian distress taking Punjab to invisible death. An effort is made to mention some possible solutions and remedies to avoid such crisis or to reduce its impacts with special focus on small and marginal farmers. Prime purpose of this paper is to knock minds of ruling governmemt and administration to take steps for regaining that “Indian bread basket” agrarian status to Punjab in particular and to ensure sufficient food grains to eliminate food shortage for India in general.
