India one of the oldest civilization and second largest population country housing over 16% of the world population has achieved multifaceted progress since independences. Among the industrialized countries it stands tenth. It is the 6th nation to have gone to outer space, and emerging as one of the most powerful nations in the world particularly in the field of information and technology. More importantly, in all international forums India has stood against all kinds of discrimination including racial discrimination like apartheid. Yet, a section of it is citizens; the Dalit’s(SC& ST) who constitute over 16% of its population are subject to inhuman and invidious indignities, exploitation and brutalities and treated as untouchables even today.
